One of the other ways to take advantage of Crackling Energy is to use the Charged Aspect, which provides you with an increase in Movement Speed when you collect them.

Charged Aspect Effects (Crackling Energy Aspect)
The Charged Aspect triggers when you have collected Crackling Energy, which can drop when you are using your Lightning Skills. (Passives affect this)
Once you pick up Crackling Energy, you will gain a Movement Speed bonus based on a certain percentage that lasts for 4 seconds.

How To Get Charged Aspect? (Maddux Watch Walkthrough)
1) Return the Mechanical Box to the Pedestal
Once you enter the Maddux Watch, you will be inside the Abandoned Outpost, where you will need to search for a Mechanical Box to take back to a Pedestal.
2) Travel to the Crypt of Unrest
Upon placing the Mechanical Box on its Pedestal, a Bookshelf will open to reveal a secret passage that you will take to reach the Crypt of Unrest.
3) Destroy the Skeletal Constructs
There will be 3 Skeletal Constructs in the Crypt of Unrest, which need to be destroyed before you can make your way to the dungeon boss.
Each of these will spawn enemies as well as an elite that will attack you every time you attack a Skeletal Construct.
4) Travel to the Ossuary of Echoing Anguish
Now that the Skeletal Constructs have been destroyed, you will need to make your way to the Ossuary of Echoing Anguish.
5) Defeat the Tomb Lord
Once you reach the Ossuary of Echoing Anguish, you will encounter a Tomb Lord, whom you must now defeat to complete the dungeon.
