This material plays a big part when it comes to obtaining Phantasmal Cores and is useful for players who need to obtain items from the Lectern of Enchantment.
Where to Get Phantasmal Fragments?
While it is said by many that the Phantasmal Fragments drop from only the Moon, these actually can drop anywhere when killing Nightmare enemies.
This means that Lost Sectors that have several Nightmare enemies can be a good place to grind for Phantasmal Fragments.
When it comes to farming though, the Planetary Material on the Moon (Helium Filaments from Helium Cores) can be farmed and later exchanged for Phantasmal Cores.
How to Get Phantasmal Fragments?
Phantasmal Fragments drop from Nightmare enemies which can occur at any location and not only on the Moon.
Several activities can provide you with chances to obtain Phantasmal Fragments such as doing Lost Sectors, Nightmare Hunts, or participating in the Altar of Sorrows.
Another way to obtain Phantasmal Fragments is to exchange 25 Helium Filaments for 1 Phantasmal Core, these can be obtained by collecting or completing activities on the Moon.

Phantasmal Fragments Use
Phantasmal Fragments are used to make purchases from the Lectern of Enchantment, allowing you to trade them for specific Nightmare Bounties or Phantasmal Cores.
Nightmare Bounties that reward you with Phantasmal Cores can be purchased for 5 Phantasmal Fragments each bounty.
Phantasmal Cores may be purchased directly from the Lectern of Enhancement for 20 Phantasmal Fragments a piece.
During the Divine Fragmentation quest, you may purchase the Empowered Decryption Core for 30 Phantasmal Fragments.
The Sanctuary has a placement area for Raid Banners which allows you to place one at the cost of 5 Phantasmal Fragments.
