Just like with almost any character along with their respective element, some of the Cryo characters in Genshin Impact rely on Crystalline Bloom to advance.

Where to Get Crystalline Bloom?
The Crystalline Bloom will only drop from the Cryo Hypostases, which has an arena that can be found near the Entombed City Outskirts, which is located close to Dragonspine.
How to Get Crystalline Bloom?
The Cryo Hypostases will be visible as soon as you reach its arena and will attack you once you come within range or have attacked it.
During the fight, the Cryo Hypostases will attempt to attack you from afar as well as up close with a spinning blade attack.
You will need to evade its attacks and wait for when it pauses to become invulnerable, giving you short seconds to attack it.
Eventually, you will be able to deplete its health to the point where it enters its last stand, gaining a shield and tossing large ice boulders around.
You will need to use charged attacks on the boulders to force them to collide with the Cryo Hypostases to remove its shield.
Once it’s shield is gone, you will be able to continue depleting the rest of its health until you either need to repeat this or it is defeated.
After defeating the Cryo Hypostases, you may interact with the Trounce Blossom to obtain Crystalline Bloom and other rewards at the cost of 40 Original Resin.
Crystalline Bloom Uses
A Crystalline Bloom is one of the Character Level-Up Materials that are used when you will ascend one of your Cryo characters.
It does not have any other uses aside from providing specific Cryo characters with the ability to become stronger and is consumed in certain amounts depending on which ascension tier is done.

Verdict
The Cryo Hypostases can sometimes be a pain in the rear if you do not have a stronger Pyro character to use against it.
Although it is mainly a Cryo enemy, you can still easily take out its shields later thanks to the Icey boulders that it spawns.
A great way to farm Crystalline Bloom would fight the Cryo Hypostases at higher levels and use a Pyro character to deplete their health quickly.
