The Ice Shards Core Skill is a favorite of some Sorcerer Ice Build users, which allows you to shoot a barrage of projectiles at enemies.
With the Aspect of Piercing Cold, you can allow this to penetrate a certain amount of enemies to damage more than one at a time.

Aspect of Piercing Cold Effects (Ice Shard Aspect)
When you have an item equipped that has been imprinted by Aspect of Piercing Cold, your Ice Shard Core Skill will be able to pierce some enemies.
The damage dealt for each enemy that has been pierced by a certain percentage but is still efficient in dealing damage to more than one enemy.
This is great for when you have a group of enemies crowded together and will be able to clear them out faster or focus on taking out a certain enemy blocked by others.

Aspect of Piercing Cold is unlocked by completing the Dead Man’s Dredge dungeon, which is located east of Yelesna in the Gale Valley. (Fractured Peaks)
How To Get Aspect of Piercing Cold? (Dead Man’s Dredge Walkthrough)
1) Collect Animus from Animus Carriers
Entering the Dead Man’s Dread will bring you to the Reaping, which is where you will need to hunt down Animus Carriers.
You will need to kill the Animus Carriers to collect Animus that needs to be deposited into an Animus Urn to remove a nearby barrier.
2) Deposit Animus into the Animus Urn
Once you have enough Animus, you will need to head over to the Animus Urn and interact with it to remove a barrier.
3) Travel to the Slaughter
After you have taken down the barrier, you will need to continue making your way to reach the Slaughter, which is where there will be Prisoners in multiple locations.
4) Free the Prisoners
There will be 7 Prisoners in the area and you will need to free all of them which later on causes an elite enemy called the Alpha to appear.
5) Slay the Alpha
The Alpha will appear after the last Prisoner has been set free and you will need to kill it to complete the dungeon.
Verdict
Ice Shards on its own is a good way to deal damage to enemies but with the Aspect of Piercing Cold, more than one target can be hit.
While there is a reduction in the damage as it pierces enemies, it is still a good way to handle groups of enemies, especially in tight places.
Sorcerer Ice Builds often use this as a way to deal high amounts of damage to a single target but now it can be used for groups as well.
