Protoframes became popular with the release of Warframe 1999, which allowed you to alter the skin of your Warframe to have a human appearance.
With the release of the Techrot Encore, a new group of Protoframes have moved into the Hollvania Central Mall’s pub and their skins are now also available.
This includes Velimir Volkov II (Frost), Minerva Hendricks (Saryn), Kaya Velaco (Nova), and the Protoframe for the new Warframe, Flare Varleon. (Temple)
All Techrot Encore Protoframes
1) Minerva Hendricks (Saryn)
Minerva is a former military agent from Libertatia, who is often found with Velimir and can be spoken to near the bar top.
Aside from being the Protoframe for Saryn, she can be spoken to at the pub along with Velimir and will sell you Covert Arms once you have reached rank 5. (Pizza Party)

2) Velimir Volkov II (Frost)
Velimir Volkov II is also a former Libertation agent, who is found behind the bar top and can be spoken to along with Minerva.
While he is the Protoframe for Frost, speaking to him at the pub will allow you to purchase various furnishings from him.

Kaya Velasco is pretty much a genius, which has made her capable of inventing some of the more advanced equipment that the group uses.
She is the Protoframe for Nova and, speaking to her in the Hollvania Mall will allow you to run the Temporal Archimedea activity.
The Temporal Archimedea activity was added along with the Techrot Encore Update and provides players with a set of 3 challenging matches for endgame rewards.
4) Flare Varleon (Temple)
Flare Varleon appears as a popular rockstar who loves what he does, which is pretty much shredding on his guitar.
He is the Protoframe for Temple, a new Warframe that was added when the Techrot Encore Update was released and may be interacted with in the pub to purchase Memorabilia.

Verdict
Aside from these Protoframe being new to Warframe, their addition now expands the story more and continues what appears to be a genuine Warframe 1999 experience.
Each of the Protofames has a Gemini Skin, which can be purchased with Platinum and used by their corresponding Warframes.
Visiting these Protoframes will require that you are Rank 5 (Pizza Party) aside from Flare Varleon, who can be visited once you reach Rank 4. (Hot & Fresh)
