Back when Warframe 1999 was released, you would encounter Scaldra Flayers wielding dual sickles that they would slash at you with, and these looked incredibly dangerous.
Following the release of the Techrot Encore Update, these dual sickles known as Dual Viciss can now be used by your Warframes once you have crafted them.
Featuring the ability to deal Gas Damage and a buff that boosts your movement and attack speed when the Status Effect is inflicted, these dual sickles can be extremely deadly.
Dual Viciss Stats
The Dual Viciss primarily deals Gas Damage but also includes the Slash and Puncture Damage types while having a higher Status Chance than Critical Chance. (Critical Chance is still decent)

Dual Viciss Unique Traits
When Dual Viciss causes the Gas Status Effect, you gain a bonus of 8% to Movement Speed and 7% to Attack Speed for 10 Seconds.
The bonus Movement Speed and Attack Speed Bonus can stack up to 5 times, giving you a total of 40% Movement Speed and 35% Attack Speed at Maximum Stacks.
How to Get Dual Viciss?
You may purchase the Dual Viciss Blueprint and its Component Blueprints from Minerva Hendricks, who can be found in the Hollvania Central Mall.
Minerva and Velimir are interacted with at the same time and once you speak to them, you may select “Browse Weapons” to open the Covert Arms menu to see Minerva’s stock of weapons.
The Dual Viciss Blueprint will cost 15,000 Standing (The Hex) while the Dual Viciss Blade and Dual Viciss Hilt both cost 5,000 Standing.
You will need 2 Dual Viciss Blade and Dual Viciss Hilt Blueprints to craft the Dual Viciss since it is a dual weapon.

Verdict
Since the Dual Viciss provides you with Movement Speed and Attack Speed buffs when the Gas Status Effect is triggered, you will need to make sure this Damage Type is kept.
The higher the Status Chance of this weapon, the more often you will gain the buffs that it provides, and this is good for both mobility and dealing more damage in a shorter amount of time.
It is possible to have up to 3 Elemental Damage types with the Dual Viciss since it already has the Gas Damage Type, which can come in handy for builds that benefit from causing Status Effects.
