Energy Conversion provides the Warframe that is equipped with bonus Ability Strength after picking up an Energy Orb for the next Ability that is cast.
In short, once you pick up an Energy Orb, the effects of your next ability cast will be enhanced based on what Ability Strength does for it.
The more Energy Orbs that are around, the more times you will be able to utilize the bonus Ability Strength.
Keep in mind, the additional Ability Strength only lasts for the next skill cast, and to have this bonus again, another Energy Orb needs to be picked up.

Energy Conversion can be purchased from Cephalon Simaris through his “Offerings” rewards system, which is much like buying from a shop.
The currency used is Standing, which can be earned from Cephalon Simaris through scanning objects, completing synthesis target hunts, trading medallions, and more.

Best Ways To Use Energy Conversion
Energy Conversion is best used with Warframes that tend to pick up Energy Orbs more often, which means the more these can drop, the more bonuses you can get.
Some Warframes can cause Energy Orbs to spawn, while other methods can be used to get Energy Orbs, such as forcing enemies to drop loot or destroying containers.
Examples would be Protea, who can use Dispensary to produce Energy Orbs, or Nekros, who can force enemies to drop additional items, which include Energy Orbs.
Verdict
While Energy Conversion depends on your ability to generate and/or pick up Energy Orbs, almost any Warframe can utilize this Mod.
It is still better to have a guaranteed way to get Energy Orbs, such as using Protea, Oraxia, and other Warframes that can force these to drop.
Combining the additional Ability Strength for the next ability along with your Warframe’s total Ability Strength can result in more damage, stronger buffs, and other increased effects.
