How To Get Octavia?
Octavia’s Main Blueprint, along with her Mandachord are rewarded for completing a quest called Octavia’s Anthem, which was introduced on March 24, 2017.
You may obtain Octavia’s Neuroptics Blueprint from the Terrorem survival mission, which is accessible on Deimos as a reward for Rotation C.
Obtaining her Chassis Blueprint can be done by completing the Music Puzzle on Lua, which can be found in different missions when you explore their maps.
Her Systems Blueprint has a chance to be rewarded for finding the first Cache (Rotation A) on the Plato Crossfire Exterminate mission, which is also on Lua.

Octavia Abilities
Passive Ability
Octavia’s passive provides her and her allies within 15 meters with energy replenishment, granting them 30 energy over 30 seconds when she uses her abilities.
1) Mallet
Octavia summons Mallet, which stays in place and continuously lets out a beat that damages nearby enemies and forces them to attack it.
Damage that is inflicted on Mallet is absorbed and released along with its beats, increasing the amount of damage enemies take in the area.

2) Resonator
Octavia summons her rollerball that attracts enemies, causing them to chase after it as it continues to move around.
