You can make Strange Cookies once you have all of the necessary ingredients and this can be done in Eva’s Holiday Oven, which you can access from the quests tab.

Strange Cookies can be delivered to Xur, who will in exchange give you a Dawning Delivery, which will be opened once you obtain it.
The Dawning Delivery will contain a random item from its drop list, which can include Glimmer, legendary gear, and more.
Xur can be found in different locations but once you find him, you can give him the Strange Cookies by speaking to him.
Best Way to Farm Strange Cookies Ingredients
Taken Butter drops by chance whenever you defeat a Taken enemy while Electric Flavor can drop also by chance if you defeat an enemy with Arc damage.
Arc damage includes abilities and Arc weapons, making it quite easy to obtain as long as you keep defeating enemies.
The best way to farm the ingredients for Strange Cookies is to target the Taken and use Arc damage to defeat them.

A good place to farm the ingredients for Strange Cookies is in The Dreaming City, as the Aphelion’s Rest Lost Sector is one of the best places to find Taken.
You can repeat the Lost Sector as many times as you like and afterward, all you need to worry about is Essence of Dawning.
