How To Get Anarchy?
Anarchy used to be one of the rewards from the Scourge of the Past raid, but is no longer purchasable from the Monument to Lost Lights as of the Beyond Light expansion.
You may purchase the Exotic Grenade Launcher in the Light and Dark Saga Exotics (Forsaken Exotics) section of the Monuments of Light for 1 Exotic Cipher and 240 Spoils of Conquest.

Grenades fired from Anarchy will stick to surfaces and will chain Arc bolts to other mines that are nearby to deal additional damage to enemies.
This makes it possible to deal a high amount of damage to enemies in a certain area or to targets and enemies near them if the grenades stick to an enemy.
Anarchy Catalyst
Jolting Feedback
The Anarchy Catalyst grants the Jolting Feedback perk, allowing repeated hits with the weapon to inflict Jolt on enemies.
This greatly improves Anarchy’s crowd-clearing potential, and becoming Amplified lets you trigger Jolt even faster against tougher targets or larger groups.
How To Get Anarchy Catalyst?
The Anarchy Catalyst can drop as a reward from the Insurrection Prime boss by defeating them in the Pantheon activity.
