You may find Phaseglass Refraction when you are exploring the Assimilated Easement location as well as the Stellar Sink.
Progressing to the Stellar Sink often happens after you have made your way to the Assimilated Easement, which can be found southwest of Caldera.

1) Harvest Phaseglass Refraction
While exploring the Assimilated Easement or The Stellar Sink, you may find what appear to be shards of crystal poking out of the ground.
These can be interacted with once you approach them. Allowing you to harvest the Phaseglass Refraction from them.
Harvesting Phaseglass Refraction will provide you with one for each source that you collect from, and these will reappear now and then.
2) Defeating Major Combatants
While making your way to the Stellar Sink, if you go straight to the south and follow the path to the end, you will encounter Cyclops Rampant, Conductor’s Chosen.
Defeating this enemy will result in it dropping 7 Phaseglass Refraction, and you can return later to defeat it again as it respawns from time to time.
3) Kepler Activities
There are different activities or missions that you can do on Kepler, and those that take place within either the Assimilated Easement or Stellar Sink will reward this material.
