Episode: Heresy Act II brought a new activity called the Court of Blades along with Act II: Rites of the Deep quest for Guardians to enjoy.
During Act II: Rites of the Deep quest, you need to find Willbreaker Shards before you can progress past Quest Step 5 and there are 5 ways to get them.
This can be done by completing the Willbreaker Shard quests, which each have different objectives for you to complete to get the shards.
How To Get Willbreaker Shard Quests?
Willbreaker Shard Quests become available once you reach Quest Step 5 in Act II: Rites of the Deep quest.
You can obtain these quests by interacting with the Shaping Slab in Eris Morn’s Apartment and may select the ones you want to take up.
How To Complete All Willbreaker Shard Quests?
The following are the 5 quests that allow you to obtain Willbreaker Shards as well as how to complete them.
1) Shattered Shards: Lost in Prophecy
The first step requires that you complete the Prophecy dungeon, mainly defeating at least one Prophecy Boss or defeating Powerful Taken. (Reaching 100% Progress)
Once you have either defeated a Prophecy Boss or defeated enough Powerful Taken, you may proceed by heading to the Drifter to claim the shard and complete the quest.

2) Shattered Shards: Innermost Power
Initially, all you will need to do to progress with this quest is to use your abilities to defeat Taken or Hive Combatants anywhere in the system.
You will be able to progress faster if you defeat Taken and Hive Combatants in Episode: Heresy activities such as The Nether or Court of Blades.

3) Willbreaker: Dreadnaught
This quest gives you the choice of either doing The Nether or the Court of Blades activities to open chests to obtain Shard Fragments.
Next, you will need to either defeat a Taken Boss (In a Strike or Dungeon) or defeat Powerful Taken. (The Corrupted in The Dreaming City is a good option)
4) Shattered Shards: Vorok, Sentinel Eternal
Beginning this quest requires you to find Vorok in The Nether and this can be done in different locations as you need to find the 3 plates and ignite them.
After defeating Vorok, your next task will be to defeat enemies with Swords and later return to the Shaping Slab to claim the shard.

5) Shattered Shards: An Entity Manifested
This quest requires that you search for the Expressions of Many and destroy them in 3 different locations.
These include the following:
- Expression of Many, the Envious (Lunar Complex)
- Expression of Many, the Covetous (Gateway)
- Expression of Many, the Jealous (Dock 13)
You can easily track these enemies down by opening your Destinations Menu and opening the Cosmodrome as they will be marked on the map. (Track them to add waypoints)

Verdict
Completing at least 3 Willbreaker Shard quests is required to progress with the Act II: Rites of the Deep main quests in Episode: Heresy Act II.
Upon the completion of all the Willbreaker Shard quests, you will obtain a Triumph called Empty Throne.
Some Willbreaker Shard quests are easier to complete than others while some can be done simultaneously, which makes it ideal to grab all of them.
