Koumei is known as the dice-maiden, who draws her efficiency in battle from the dice that she wields when making use of her abilities.

How To Get Koumei?
Obtaining Koumei’s Blueprint and Component Blueprints is tied to the Saya’s Visions Mission that was introduced with the Koumei & The Five Fates Update.
1) Drops from Saya’s Visions (Koumei Farm & Fate Pearl Farm Mission)
Saya’s Vision is a new mission type that you may complete to get a chance for different blueprints to drop, which include the Koumei Blueprint and her Component Blueprints.
The drop chance is higher in the Steel Path version of Saya’s Visions, and the same goes with the Fate Pearls that are dropped at the end.
Grinding Saya’s Visions may not be the fastest way to get the blueprints that you need, but the chance to get them and the guarantee of getting Fate Pearls is a decent combination.
2) Purchase with Fate Pearls
Fate Pearls are a new resource that drops only from Saya’s Visions, which may later be exchanged at Koumei’s Shrine on Cetus.
Farming Fate Pearls is often the easier way since you can buy the blueprints that you need from Koumei’s Shrine after several runs.
There is a good chance that once you have several Fate Pearls, you may have already obtained some of the blueprints that you need as drops.

Koumei Abilities
Passive
Koumei’s passive causes one of her weapons to inflict random Status Effects every 60 seconds, which also lasts 60 seconds. (An icon near the weapons section of your HUD will show which one)
When casting her skills, Koumei rolls a set of dice, and depending on what she rolls, her abilities may be improved beyond their normal effects.
1) Kumihimo
Koumei sends out a small orb that leaves a trail of threads horizontally, which causes enemies who touch them to suffer from a random Elemental Status Effect.
If Koumei rolls triple sixes, the threads that are created will inflict one of every Elemental Status Effect on those who touch them.
This is useful when you want to prime your enemies or inflict a whole group of enemies in your wake with Status Effects, which will often kill enemies.

2) Omikuji
Creates a challenge for you to complete, which either involves you killing enemies at a certain distance or defeating enemies while wall-latched, sliding, or jumping.
Completing a challenge will reward you with a random Decree, with a certain chance for it to be a Rare Decree to give you a boost during your mission.
Omikuji becomes useful when you are doing endless missions or when you spend a lot of time on a certain mission, allowing you to grow the longer you stay.

Augment Mods: Omikuji’s Fortune reduces the cooldown of this ability by 4 seconds whenever an enemy is killed by a weapon that uses Koumei’s passive effects. Obtained from Arbiters of Hexis/New Loka.
3) Omamori
When activated, Koumei surrounds herself with Omamori Charms, which rotate around her with a chance to cause enemy attacks to heal instead of harming her.
The number of charms that circle Koumei depends on the dice that Koumei rolls, granting her more with higher numbers.
If Koumei rolls triple sixes, he will gain invulnerability for a duration that is equal to that of the Omamori charms.

4) Bunraku
When using Bunraku, Koumei causes the enemies in front of her to suffer from multiple Status Effects, dealing damage, weakening, and even suspending them.
If Koumei rolls triple sixes, this will cause further Status Effects over time and extend the range of Bunraku to affect enemies behind Koumei.
Bunraku is another great ability that you can use to prime enemies, making them susceptible to more damage and extremely vulnerable to builds that have mods such as Condition Overload.

Koumei Strategy
Koumei is a powerful Warframe when it comes to inflicting enemies with Status Effects and also has decent crowd-control capabilities.
Able to easily inflict enemies with Status Effects makes it easier for her and her team to defeat enemies, since this can be used to prime them for other attacks.
Her survivability depends on her ability to deal crowd-control to her enemies as well as her Omamori Ability, which lets her heal instead of taking damage.
When things get tough, unleashing her first and last abilities can easily wipe out enemies, and the longer she is on a mission, the stronger she can get thanks to the Omikuji Ability.
Thanks to Omikuji’s Fate, Omikuji can have its cooldown reduced with each enemy killed when Koumei kills enemies with whichever weapon is buffed.
Koumei can obtain several Decrees during a mission, and these will last indefinitely until she extracts from her current mission, making her great for endurance runs.
