Lord Zir is now found in the Ancient’s Seat, where you can summon him using Exquisite Blood within The Apotheosis found after traveling through The Darkened Way.
Defeating Lord Zir will allow you to get various loot, which also provides you Sandscorched Shackles but the fight needs to take place in World Tier 4 or else it won’t drop.
Sandscorched Shackles Uses
Sandscorched Shackles are one of the summoning items that are consumed in the Ritual of Anguish, which is what will summon the Echo of Andariel.
There are 2 variants of the Echo of Andariel, which are a regular variant as well as a Tormented Boss variant, which costs more Summoning Items.
Summoning the regular Echo of Andariel will cost 2 Sandscorched Shackles along with Pincushioned Dolls while the Tormented variant requires more of both items along with Stygian Stones.
Defeating the Echo of Andariel will provide you with various loot and these may include unique items that can be useful in making certain character builds.

Fighting Lord Zir can be a challenge if you are below level 80 as he can do a lot of damage to you in several ways, making it hard to take him on if you are not ready.
