After previously searching the Kurast Undercity for clues to where Ah Bulan may be found, you have come up with a few hints that may help.
The Council will want to hear about what you discover and will eventually give in to letting you search for the one who can help save Neyrelle.
You will need to meet up with Maka and Eru, who are already waiting for you at the Wekenga where you will try to commune with Ah Bulan.
How To Get Darkening Clouds Quest?
Darkening Clouds becomes available once you have completed the Fundament of Faith Quest, which had you explore the Kurast Undercity and return to The Council.
This is a continuation of your search for Ah Bulan in order to communicate with him to ask for aid with Neyrelle.

- Wait for Maka to perform the ritual

Darkening Clouds Walkthrough
Starting from Kurast, you will need to make your way to the Beast Fate Wilderness and search for Maka and Eru.
This will lead you to Ichorfall and upon exploring the town or reaching the Waypoint, a new location will appear on your map that you must head to.
Continue traveling toward the new location and this will take you to Wekenga, where Maku and Eru may be found.
The two of them will be talking while waiting for you and once you arrive, you may speak with Eru to continue the quest.
After speaking with Eru which leads to a short scene, Maka will perform a ritual that allows you to communicate with Ah Bulan but all you hear is screaming.
Hollows will begin to jump from the other side of what appears to be a portal that you were supposed to use to communicate with Ah Bulan and you must defeat them.
A portal opens up and it seems that Mephisto has found out what you have been up to and of course, you are to make your way into the portal to confront him.
Continue making your way through the Fortress of Hatred and interact with what appears to be Neyelle and Mephisto will speak to you.
This eventually leads to an attack and you will need to defeat all of the enemies that appear and you will be able to speak to Mephisto before leaving.
Once you are out of the Fortress of Hatred, you will need to speak to Eru who is waiting just outside of where the portal opened.
Eru will interrogate you regarding your interactions with Mephisto and the two of you will continue your journey afterward. (Quest ends here)
Darkening Clouds Rewards
After you have left the Fortress of Hatred and have spoken to Eru about Mephisto, the Darkening Clouds quest will be complete and you will obtain the Forgotten Gods Quest.
This also results in you obtaining XP and Gold based on your current level just like with the other quests that you have completed.
Verdict
It looks like your search for Ah Bulan is a bit slow and the Hollows have already reached him based on the screaming that you heard.
Mephisto has attempted to make you a bargain, which of course will always have some cruel twist to the end.
Eru has grown suspicious of you communing with the Lord of Hatred but continues to help you search for Ah Bulan.
