Micah-10 speaks of a Ghost named Link who is a member of a covert team of unpartnered Ghosts that is known as the Watchful Eye.
All Micah knows is that his last known location was somewhere around the Ocean of Storms on the Moon, but no contact has been made.
You will need to head to the Moon and begin your search there to figure out where Link has gone off to and bring him back.
How To Get The Hellmouth?
The Hellmouth is one of the earlier quests that you can get from Micah-10, which can be done by visiting her at her conduit.
You can get The Hellmouth by interacting with Micah’s Conduit to open the vendor menu where you may select the quest.
The Hellmouth Quest
Step 1: Search for Ghost telemetry in “Nightmare Hunt: Fear” on the Moon
Micah has provided you with information pointing to Link’s last known destination and you will need to head over there to look for him.
You will need to begin Nightmare Hunt: Fear to locate the Ghost telemetry, which can later be found where you fight Nightmare of Phogoth, The Untamed.
You will find the Ghost telemetry on the balcony in the large hall where you fight Nightmare of Phogoth, The Untamed.

Step 2: Explore beneath the Moon’s surface to search for Link
Now that you have a fix on where Link is located, you will need to make your way beneath the surface of the Moon.
This takes you in the opposite direction of where you went when you searched for the Ghost telemetry.
Eventually, you will reach a large cave where an Unstoppable Ogre is roaming, and just above the area, you will find Link on top of one of the rib bones.

Step 3: Return to the Arbor of Light in the Pale Heart to restore the lost Ghost
After successfully finding Link, you will need to bring him back to the Arbor of Light where you will now restore him.

Step 4: Return to the Arbor of Light to discuss next steps
Now that Link has been brought back and restored, make your way to Micah’s Conduit and speak with her to complete the quest.

The Hellmouth Rewards
Returning to the Arbor of Light and speaking to Micah after restoring Link will complete the quest and this will reward you with a Deepsight Weapon Bundle.
The Deepsight Weapon Bundle will instantly give you 2 Deepsight-activated copies of The Call Legendary Sidearm and No Hesitation Legendary Auto Rifle.
Summary
Link may have been a part of the Watchful Eye but even Ghosts make mistakes sometimes and this almost got him destroyed.
It is a good thing you were able to find Link in time and safely bring him back to the Arbor of Light to be restored.
With the final shape spreading to the Moon, Micah noticed that even the Hive was not safe from the Witness and no one was safe from him.
