Unlike many Pals that can be found roaming throughout Sunreach, Ophydia does not appear as a regular encounter and must instead be challenged as a Field Boss.
You can find Ophydia, Flowering Pond Serpent at -589, -1478 in Waterlily Gorge, located within the Sunreach region.
