Recluse Endangerment is one of the quests that are available from ARCITE 99-40, which is one of the first quests you obtain from the NPC after the release of Into The Light.
In this quest, you will need to demonstrate your proficiency with Pulse Rifles by either dealing Precision Final Blows or simply defeating enemies.
This later allows you to access Elsie’s Holo-Shaxx, which is another step included in the Recluse Endangerment Quest.

You may obtain the Recluse Endangerment Quest from ARCITE 99-40, which provides you with other quests, unlike more Holo-Shaxx Statues in the Hall of Champions.
This is often the first quest you get from ARCITE 99-40 as it is the selected mission for Recluse Endangerment, which acts as a tutorial for Into The Light.

Step 1: Complete One Of The Following Objectives.
Recluse Endangerment requires that you complete one of two objectives, which are both focused on using Submachine Guns to defeat enemies.
The first option is to rapidly defeat combatants using Submachine Guns, which can be done anywhere in the system but doing this in an Onslaught Activity provides more progress.
Another way to complete the first step of Recluse Endangerment is to defeat Guardians with Submachine Guns (50 in total) which is more likely to be done in Crucible or Gambit.

Step 2: Return to the Hall of Champions and unlock Recluse to the appropriate Holo-Shaxx
This one may be a bit tricky for some as you may think that the Holo-Shaxx for Recluse would be behind those barrier doors but it’s actually around the front of the hall.
When you are in the Hall of Champions, take a left as you go down the stairs and you will find that the Holo-Shaxx you need to interact with is the first one on the left.

Step 3: Speak to Shaxx within the Hall of Champions and Claim Your Prize
Now that you have attuned to the Recluse, it’s time for you to head back to Shaxx to let him know and get the rewards for completing this quest.

Once you speak with Shaxx, you may complete the quest to get the Recluse Legendary Submachine Gun, which will already be masterworked.
Aside from obtaining a fully upgraded Recluse, completing this quest will also reward you with 200 Lord Shaxx Reputation (Hype)

Completing Recluse Endangerment can be done faster based on what objective is easier for you as the options provided are very easy to complete.
Those who are capable of quickly defeating Guardians will have a better time doing Crucible since Gambit is not pure PVP and will take longer.
Doing Onslaught Activities is the best option for those who need to rapidly defeat combatants since the activity provides bonus progress.
