The NPA Repulsion Regulator is the Season of the Deep Artifact that you will obtain during the start of the season.
Before you can get the NPA Repulsion Regulator, you will need to complete The Descent (Seasonal Intro Quest) and later speak with Sloane via the Sonar Station.
Once you have completed the introductory quest, you can get the NPA Repulsion Regulator from Sloane as well as the seasonal quest and more.
How To Level Up NPA Repulsion Regulator?
The NPA Repulsion Regulator will level up when you reach a certain amount of XP, which makes it important to gain as much as possible if you want to maximize this.
Doing missions, activities, public events and more with the addition of bounties is a great way to earn XP to level up your Season of the Deep artifact.
The more XP you gain, the faster you can level up your NPA Repulsion Regulator, which later provides a Power Bonus and mods that you can equip into weapons and armor.

Initially, you were given a makeshift device by the Drifter that allowed you to go underwater but this was replaced with the NPA Repulsion Regulator to ensure your safety.
