Before you can get the NPA Repulsion Regulator, you will need to complete The Descent (Seasonal Intro Quest) and later speak with Sloane via the Sonar Station.

Once you have completed the introductory quest, you can get the NPA Repulsion Regulator from Sloane as well as the seasonal quest and more.

How To Level Up NPA Repulsion Regulator?

The NPA Repulsion Regulator will level up when you reach a certain amount of XP, which makes it important to gain as much as possible if you want to maximize this.
