Valentail can be found in Sunreach, specifically on the northern island of the Crystalline Archipelago.
They spawn across this island, so explore the area to find Valentail roaming around the different sections.

Big Stretch
While Valentail is in your party, Big Stretch reduces the effects of gravity on the player, making you more floaty while jumping and falling.
The reduced gravity gives you more time to adjust your position in the air, which can make jumps across gaps easier to control and help prevent an accidental fall.
This is especially useful throughout Sunreach, where moving between floating islands can require careful jumps across open space.
Valentail Uses
Valentail is primarily an exploration Pal, with Big Stretch making it easier to travel through areas where normal jumping leaves little room for error.
The extra time in the air can help you reach distant platforms, correct your direction during a jump, and make crossings between floating islands less stressful.
Its Gathering Lv. 2 gives Valentail a useful task at your base, although this is unlikely to be its biggest selling point once you’ve reached the later stages of the game.
By the time you start finding Valentail around Sunreach, you will probably already have stronger Gathering Pals available, making its Partner Skill the main reason to keep one around.
