Unlike the original Tetroise, Tetroise Primo does not naturally appear anywhere in the wild and can only be encountered as a Field Boss inside its dungeon.
Its dungeon is located on the northern part of Feybreak Island, around the Frozen Coral Hill area, where you’ll face Tetroise Primo, Sandsea Wardenstone at -1082, 1320.

While Tetroise Primo is in your party, Stone-Chaser Archelon increases the durability of all your weapons and armor by 80%, allowing your equipment to withstand much more use before breaking.
