Another way for you to get a Fleeting Hordes Compass is to open an Infernal Cache, which is often rewarded via the Seasonal Reputation system through claimable rewards.
From time to time, you may end up obtaining a Fleeting Hordes Compass without trying to get them, as they may drop from Chaos Rifts in Helltides or Nightmare Dungeons.
