You receive it after defeating Seraziel, the Corrupted Reaper, in Pandemonium and are tasked with returning to Dannica in Zarbinzet.

Return to Zarbinzet and speak with Dannica, where you will find the people around her in unusually high spirits despite everything that has happened.
Tell Dannica about your journey into Pandemonium and reveal that the Corrupted Reapers have returned, causing the cheerful mood to quickly disappear.
Unable to hide her despair, Dannica can only laugh at the situation, believing there is little that can be done against such an overwhelming threat.
Speak with the nearby stranger, who shares an equally hopeless outlook and suggests that there may no longer be any hope for Sanctuary.
After speaking with both Dannica and the stranger, the quest concludes and the seasonal storyline comes to an end.
The Looming Night Quest Rewards
Completing “The Looming Night” rewards you with random equipment based on your current character level and world difficulty.
